Standards for Elimination of Unhealthy Amusement Machinery
Purpose of Amendment
Since its establishment, the Japan Amusement Machinery Manufacturers Association (JAMMA) has continuously pursued the development of a healthy amusement industry. In order to achieve this aim, JAMMA has established ethical standards concerning the functioning and construction of machinery, and adopted measures prohibiting its members from manufacturing and selling unhealthy machinery. At the same time, it has sought to raise public awareness of the development of healthy amusement machinery by, for example, distributing posters and fliers. Steps such as these taken by the industry have been focused on promoting the healthy development of the amusement industry as a whole.

The initial definition of unhealthy machinery can be found in the Standards for Elimination of Gambling Machinery formulated in May 1982 soon after the foundation of JAMMA. The standards were subsequently amended and renamed the Standards for Elimination of Unhealthy Amusement Machinery in September 1991, when a framework for screening visual representations was incorporated.

The amendment of the Standards for Elimination of Unhealthy Amusement Machinery was made to meet the needs of the times and better achieve JAMMA's desired objectives by responding to the recent technological advances in amusement machinery and relaxing regulation of those aspects of amusement machines and the amusement machinery industry that have developed in a healthy manner.
Standards for Elimination of Unhealthy Amusement Machinery
1.  Purpose
 The purpose of the Standards for Elimination of Unhealthy Machinery (hereinafter called "the Machinery Standards") is to contribute to the development of the amusement machinery industry through their use by the Japan Amusement Machinery Manufacturers Association (hereinafter called "JAMMA") in the promotion and administration of various measures intended to eliminate machines that are contrary to public order and morals in order to establish a healthy and orderly amusement machinery industry.
2.  Scope of application
 The Standards shall apply to the following types of amusement machines used for commercial purposes. JAMMA members shall not manufacture, sell or operate unhealthy amusement machinery in or for use in Japan.
2.1
TV game machines

Machines with video screens operated for commercial purposes by use of prepaid (including postpaid) cards and/or coins.
2.2
Token-operated game machines

Token-in/token-out machines operated for commercial purposes.
3. Definitions
 The principal definitions used in the Machinery Standards are as follows:
3.1
Commercial amusement machines

Mainly amusement facilities used for business purposes as defined under Article 2.1.8 of the Law Regulating Adult Entertainment Businesses, etc.
3.2
Unhealthy machinery

Machines with any one or more of the features of types of machines stipulated in Article 4 and machines deemed by JAMMA to be contrary to public order and morals.
4.  Features of types of machines
4.1
TV game machines
(1)
Content: Machines depicting content contrary to public order and/or content that is obscene, extremely violent or extremely cruel. (Whether or not machines depict content contrary to public order or obscene, extremely violent or extremely cruel content shall be determined by JAMMA in accordance with the Ethical Screening Criteria.)
(2)
Other features: Machines that may easily be modified in a manner contrary to public order and morals.

4.2 Token-operated game machines
(1)Functional and structural features
[1]Game machines for adults
i
Machines that cannot be operated using tokens.
ii
Machines with no device for paying out tokens.
iii
Machines in which tokens won are not paid out but are credited. However, machines equipped with payout switches (push buttons) enabling players to obtain tokens they have won whenever they wish are excluded.
iv
Machines structured so that tokens can be credited by operating switches or other devices and the number of credited tokens recorded by a meter.
v
Machines that can be operated using bank notes. However, token dispensers located between machines functioning as separate token dispensers and incapable of communication with game machines themselves are excluded.
vi
Machines that can be operated by inserting coins that are credited immediately.
[2]Game machines for children
i
Machines that cannot be operated using tokens.
ii
Machines with no device to pay out tokens.
iii
Machines in which tokens won are not paid out but are credited. However, machines equipped with payout switches (push buttons) enabling players to obtain tokens they have won whenever they wish are excluded.
iv
Machines structured so that tokens can be credited by operating switches or other devices and the number of credited tokens is recorded by a meter.
v
Machines structured so that the maximum number of prize tokens paid out in one play exceeds 99 pieces (i.e. a payout in excess of 99 tokens for a single play not a payout in excess of 99 times the credited amount even when multiple tokens are credited in a single play).
vi
Machines with a three-way structure that immediately credit coins in excess of \100 in value.
vii
Machines that can be operated using bank notes and/or \ 500 coins, etc.
(2)Other features
Machines with any of the features specified in Article 4.2(1) and machines that may be easily modified by such methods as swapping ROM or altering dip switches in a manner that is contrary to public order and morals.

Supplementary provisions
1. Rules on Application of the Standards for Elimination of Unhealthy Amusement Machinery are provided separately to enable the aims of the Machinery Standards to be achieved.
2. The Machinery Standards are effective from October 1, 1999.

STEPS TO MEMBERSHIP

 This Association is a corporation established to carry out studies,technical research and development,collection and distribution of information concering the amusement machine industry (the industry dealing in machines for entertainment including video and other games,amusement park equipment,etc),with the objective of contributing to the development of the said industry of Japan and to the elevation of the national living conditions.
 A member of the Association can receive the supply of a wide range of information including the results of various studies on the industry and technical development and in given preferential right to attend the Association's study and research courses.In addition,a member of the Association is qualified to exhibit at JAMMA shows held in Japan and abroad to publicize its products and promote their sale.
1.Membership
(1) There are two categories of the Association's membership,that is,regular members and supporting members.
(2) Juridical persons and individuals engaged in manufacture and/or sale of amusement machines and orgnizations comprising such juridical persons and/or individuals are eligible for regular membership.
(3) Those who share the Association's objective and are willing to cooperate with the Association in carrying out its tasks are eligible for supporting membership.
2.Membership Application
(1) An applicant for membership is requred to submit "a membership application" using the Association's official form,filling up necessary particulars,together with an "exemplified copy of the register book" and a "history of the organization" in case of a juridical person,and with a "copy of family register" and a "personal history" (regular forms sold on the market) in case of an individual.A photograph of a "representative of membership" is also required for each application.
(2) Recommendations by at least one regular member and one director of the Association are required to apply for the Association's membership.
(3) An applicant wishing to become a regular member is required to submit a report on the "annual sales" rank for the membership fee standards stipulated by the Association.
(4) A complete set of required documents must be submitted to the Association's Secretariat at the time of membership application.
3.Recommender's Responsibility
(1) Recommenders of an applicant shall be responsible for the applicant's observance after admission of the Association's Articles of the Association.
4.Conditions of Ineligibility
 One who comes under any of the following status cannot become a member of the Association
(1) One whose business experience in the said business at the time of application is showt of one year.
(2) One who has been expelled from the Association with the three year time not elapsing after the day of disposition.
(3) One who was punished for a violation of the laws and regulations related to the industry such as the Electrical Appliances Control Law with the three year time not elapsing after the day of punishment.
(4) One who has been convicted of a penalty of imprisonment or worse.
(5) One who has been adjudged incompetent or quasi-incompetent.
(6) One who was degraded in financial credence because of the application of the bankruptcy Act,the Composition Act or the Stock Company Reorganization and Rehabilitation Act,attachment or provisional disposition,with the three year time not elapsing after the day of recovery of credence such as reinstatement,decision of termination of procedures for reorganization and rehabilitation:and a juridical person or an individual who is admitted to be sponsored by such a person.
(7) One who was placed under suspension of business in the clearing house,with the three year time not elapsing from the day of disposition.
(8) One who is recognized by the Board of Directors as against public order and good morals as exemplified by illegal business transactions or material lack of commercial morals.
5.Initiation of Membership Qualification
 An applicant aquires membership upon payment of admission and membership fees after the approval of the applicant's membership by the Borad of Directors.
6.Others
 Contents of examination concerning admission shall not be made public.

Activities

|
The Japan Amusement Machinery Manufacturers Association(JAMMA), an authorized public corporation, is involved in survey and research, technological development, and gathering/provision of information on the amusement industry , in addition to other activities. Through theses diverse activities, the association hopes to promote the amusement industry and its related businesses, and contribute to its robust development as well as enhancing the well-being of the public.
The association is comprised of various committees and divisions which are responsible for the following activities.


--Exchanges with other countries
Each year the association organizes the Tokyo/International Amusement Summit, where representatives of amusement industry organizations in Europe, America, and Southeast Asia convene.
This event is held in conjunction with the Amusement Machine Show and it promotes the exchange of information between countries and aims to improve the environment surrounding the amusement industry.

--Protection of intellectual property rights
JAMMA strives to protect the intellectual property rights of domestic amusement machinery. In order to prevent the imitation of amusement machines, which is becoming rampant throughout the world, the association organized the Video Game International Auti-Counterfeit Advisory Group(AAG) and carries out activities to protect intellectual property in the international arena.

--Research and standardization of technologies
In order to keep pace with video game machines that undergo technological innovations at dizzying speeds, the association established in1996 a new JAMMA Video Standard on edge connectors. Its also drew up a product safety guideline to foster an awareness for product safety within the industry. In addition , it organizes seminars and conducts research and surveys on international standards.

--Establishment of wholesome amusement industry
In order to ensure the creation of wholesome forms of amusement, JAMMA established a Criteria for Machines that Obstruct Wholesomeness and investigations are conducted on visual expressions that violate the registration system of medal game machines as well as public order morals.
Machines that have passed this criteria must carry stickers indicating that fact.

--Organizing the Amusement Machine Show
The Amusement Machine Show in Tokyo is held annually by JAMMA.It draws enthusiastic crowds from Japan and overseas; and some of the latest amusement machines can be seen prior to their launch into the global market. In 1996, an amusement machine show was held in Hong Kong, and another is planned in Singapore this November. JAMMA strives to promote Japan's amusement industry and the healthy development of the Asian market through these shows which is expected to gain importance in the years ahead.

--Lodging of petitions to administrative organs
JAMMA petitions authorities concerning legal ordinances and administrative guidance on the amusement machinery industry.

--Survey / research on the amusement industry
In order to accurately assess the size and scope of the amusement industry, the association has been conducting an annual fact-finding survey since 1995. Carried out in cooperation with ALL NIPPON Amusement Machine Operaters' Union(AOU) and Nihon Shopping Center Amusement Park Operators Association(NSA) , this survey is widely used as the sole statistical date on the actual status of the amusement industry.

In particular, recent activities of the Association include a wide variety of efforts in international exchange, elimination of counterfeit products, surveys and research and promotion of health.

――I would love to hear your frank comments for being the primary president of JAIA. How dose that make you feel?
 About quarter century has passed since current three associations (JAMMA, AOU, and NSA) were born out, I recently feel it has been getting closed society including industrial growth potential, and there are many different socially desirable things such as tax issue, environment concern. These issues are related us we have something in common each other.
To take communicate smoothly with government in many ways, it would be better to form a common policy to power up industry-wide.
I'm sure it is grave responsibilities

――As I knew it has started as a holding style, please give us your future ambition of JAIA.
 I want every members of JAIA to understand in the true sense of the term, and I would like to hear they wish it will bind together completely as rapidly as possible.

The result of "Game Center Users' Investigation" actual conditions, held on 12th Game Day last year, came out from the AOU, All Nippon Amusement Machine Operator's Union.

The way to collect the answers: distributed 16,990 questionnaires for all participators at crane-game championship elimination and game center fan fare.

 The outline of 45th Amusement Machine Show, the biggest exhibition gathering the essence of amusement and entertainment, was announced. JAMMA and JAPEA (Japan Amusement Park Equipment Association) will be the host of Amusement Machine Show same as the last year. It will be held from September 13th (Thu) through 15th (Sat) for 3 days at Makuhari Messe in Chiba. Conventionally, the first 2days will be held as the business show and the last day will be for the public.

 Organizing committee is made up by the dispatched members from two main sponsors, JAMMA and JAPEA. Both planning and management were handled by Organizing committees.

 Also, the public relation committee will have variety of measure to aim increase of the visitors.

 In this instance, they consider they will continuously have seminars, auction and the variety of attractive entertainment at the hosting group booth for visitors without being constrained.

The total amount of the market was 2 trillion and 246.4 billions in the amusement industry 2006. It made a recovery to the 2 billions after 3 years. Both the operation sales and sales of business-use amusement machine were grown slightly over the previous fiscal year and its forth consecutive quarterly rise.

 On the other hand, there are many severities of the circumstances surrounding and constantly changing business surrounding such as low birthrate and longevity, drastic society conformation changes and tax increase.

 To do some accurate action, we announced the new mechanism for the first step to reinforce of ability to develop, market expansion and growth and further progression of the amusement industry at the end of 2006.

 It is for the restructuring of industry group by AOU, NSA and JAMMA which target the integration of the 3 industry groups.

 Thanks to the new association, it will be easier to have total cooperation and fast response to the foremost task. Also it will be able to promote measure more efficiently.

 It will be the basis material to become a reality of the improving and it could be the big first step for the industry

 Here are some our topics for the specific action this year. We will continuously consult on moving ahead on IT network, actual condition survey of amusement industry, investigative research about recycle system and safety ensuring of the amusement machines.

 We continuously respond the diversification of social situation and amusement needs and make concerted efforts together to tackle the task such as delinquency prevention, sound upbringing of youth so that we will be able to contribute to the further development of AM industry and our life.

 I was appointed the president of JAMMA again at the 18th ordinary general meeting in May 2006.

 Furthermore, I will take weighty responsibility and I will navigate AM industry to the further development

 We look so much forward to receiving the advices and support from the members and may this year happy and prosperity for all of the members.

 JAMMA, AOU and NSA has been having many conferences since 2004. Finally, the organization meeting for "Japan Amusement Industry Association" was held on Dec. 12th at toranomon pastoral in minato-ku.

 At the organization meeting, selection of commissioner and acceptation for the company article of association were held for the new association.

 Mr. Osamu Satomi, the president of JAMMA, assume the president and Mr. Hiroshi Uchida, the president of NSA, and Mr. Yukio Iisawa, the president of AOU assume the vice-president for the new association.

 At least for the present, JAMMA, AOU and NSA will carry through as holdings with a focus on the new association.

 We will do many kinds of efforts and movements for improving the industry with focus on the joint business.
